Under the condition of commodity economy of modern times and contemporary age, the phenomenon that consumers'interests are damaged becomes more and more prominent and it has been a serious social problem during the exchange of commodities. Consequently, consumers'movement and legislation appeared. Consumers'movement and legislation has the profound influence on the traditional civil law's revolution, which promotes the transformation from modern civil law to contemporary civil law. Not only does consumers'movement and legislation have the strong impact on the theoretical basis and value of modern civil law, but also civil law's specific systems have changed greatly. In the field of contract, by perfection of the legislation regulations of the format terms, the business operators'collateral obligations and the establishment of consumers'revocation system, the government can protect the interests of consumers better; in the field of infringement, the applications of product responsibility system, strict liability principle and punitive damages system have a closed relationship with consumers'movement and legislation. Finally, according to the analysis on German reformation of law of obligation, the author recognizes the deficiency in legislation in China. Using the advanced experiments of developed countries for reference, our government should have constant improvement and further on consumers'legislation and full guarantee for consumers'lawful rights.
