China's system of military service system originated in the Zhou Dynasty. Then it had been a few thousand years of development until modern complete compulsory military service system had established. During this period it always had been modified to change. But it was undeniable that any one dynasty or the Government's military service system did not exceed the scope of the three systems: conscription, Recruitment system and militia system. They either had one of the military service systems as the main, or put a combination of the two or three military service systems. The military service system in this paper refered to modern military service system and focused on military service system of the Kuomintang government as the research object, which was based on conscription-based, supplemented by recruitment system..Kuomintang government military service system was mainly divided into three periods in accordance with its establishment and adjustment, the ten-year Construction period was the stage of establishment; the Anti-Japanese War was the change period; military service system of the Kuomintang government was adjusted and modified during the War of Liberation. The Kuomintang government early implemented recruitment system, which was the inheritance and development of the Beijing government's military service system that affect the establishment and implementation of military service system of the Kuomintang government. But in order to introduce and advance conscription job effectively, the Kuomintang government published the Military Service Law, then conscription was regulated in legal form and became the basic Military System of the Kuomintang's rule regional. The military service system of the Kuomintang government which was based on conscription and made recruitment system as supplement formally established. Military service regulations, military service administration, types of military service, recruitment procedures, soldiers serving and soldiers management appeared new atmosphere. The appliance of this military system benefited the ensurance of exchanging active duty soldiers ,and had advantages in saving reserve troops. The military service system of Kuomintang government had been continuously adjusting with the development of the objective situation. During the Anti-Japanese War, because of the need of more soldiers and collection of more young men, the Kuomintang government set up the unified system of collection, supplement and training, maneuvered prisoners to combat with the Japanese, launch the campaigned of young people with knowledge joining the army, gave preferential treatment to the family members of the front soldiers, offered identity card to national guard ,founded national guard team , reinforced the propaganda and supervision of military job and so on, which satisfied the demand of the Anti-Japanese War and adapted the Self-improvement of military service system . All of these systems played an active role in supplying soldiers and winning the Anti-Japanese War .After the Anti-Japanese War, the Kuomintang government published New Military Service Law, which modified the types of military service, adjusted military administration system, formally established the military service system of Navy and Air Force. The new changes were related to the background of winning the Anti-Japanese War and the truth of the growing reaction of Kuomintang government.We should look at and study the Kuomintang government's military service system in two respects. It has positive significance at each period. There is backward and negative aspects,too. We should discriminate the reactionary of Kuomintang government from the progress of the military service system, and for the more, we should take its comprehension instead of its one-sidedness.
