Since 1990s, in the academic study of international relations, constructivism is gradually rising, and forms the three pillars with realism and liberal institutionalism. At the same time, scholars of international relations increasingly pay attention to the changes of international norms and its impetus. Martha Finnemore and Kathryn Sikkink focused on life cycle of international norms. However, which factors have contributed to emergence, cascade and internalization of international norms? That is, what is the impetus of international norms dynamics?In the process of trying to solve this problem, some scholars proposed to combine life cycle theory of international norm and securitization theory. As the driving force, the securitization of certain topic promotes emergence, cascade and internalization of international norms. The change of an international norm is closely related with countries, so research in this area is necessary.This article focuses on international norms dynamics, and selects the World Health Organization's health quarantine norms change as a case. The securitization of the global public health crisis work as driving force of the change of health quarantine norms, including emergence, cascade, internalization and even consolidation. This partly explains the impetus of international norms change. Meanwhile, the thesis notes the important role and motivation of countries in the change of international norms. Based on analysis, it comes to the conclusion: to some extent, the securitization of global public health crisis provides the impetus for the change of health quarantine norms. During the process, the countries follow the logic of rational choice and appropriateness.
