Since the outbreak of North Korean nuclear issue, it has been the hot topic in the local and the world. Because of the deep grievances between US and North Korean and lack of communication, the relations between the two countries were extremely tight. When Gorge. W. Bush was in office, the US Government all agreed to put preemptive strikes to North Korean, and carried out a series of military deployment. Later, as a result of the opposition of the United States as well as the international community, the United States had to give up the preemptive strategy against the North Korea and shift to the coercive diplomacy.To peacefully settle the North Korean nuclear issue, the Chinese Government actively mediated and contributed to North Korea, China, and the United States tri-talks on the North Korean nuclear issue in April 2003. In August of the same year, China contributed to China, North Korea, South Korea, the United States, Japan, and Russia six-party talks on Korean nuclear issue and established the principle of peacefully resolving the North Korea nuclear issue, and formed a pattern of collected coercive in the platform of the six-party talks. As to December 2008, the six-party talks have been conducted to sixth round. These measures of China have relieved the conflicts between North Korea and the United States, making North Korea and the United States to gradually give up their hard stance. The United States has gradually changed its attitude to North Korea from "pre-emptive attack" to "coercive diplomacy" strategy, while North Korea has shifted from attack to dialogue.The thesis mainly explains the related circumstances of the North Korean nuclear issue at the period of the government of Gorge. W. Bush. The content of this thesis mainly includes the following parts: the first part introduces the "pre-emptive attack" strategy and "coercive diplomacy" strategy of the United States from the beginning to the end on the North Korea nuclear issue and its strategic significance and connotations; and then the second part tells the two strategies of the United States performance on the North Korea nuclear issue and explains the related reasons for US attitude and position change to the North Korea nuclear issue; the third part analyses the effect of the "coercive diplomacy" strategy and the influences of China .And then we draw the conclusions.
