The Civil Service System is the modern country of civil servants set up the implementation of scientific management and a set of regulations and institutional system. The civil service system is built for the country to achieve its political and administrative purposes. Modern civil service system is the development of civilization of human society to a certain stage of the product. Modern civil service system is the country's modernization process of accompaniment. Modern civil service system is also an important aspect of the modern country political system. The civil service system comes from the capitalist society. The civil service system is the inevitable result of the capitalist economic and political development. It is the symbol of the modernization of civil service personnel administration system. In order to create a good environment for the construction and development of the nation, we must standardize and improve the National Civil Service and set up a lean, efficient, honest, dedicated administration team. Chinese national civil service system gradually becomes the scientific and legal personnel management system at the deepening of reform and opening up a large environment to adapt to the socialist market economic system required. At present about how to improve the civil service has achieved a great deal. It is provided a better theoretical foundation to study and improve the national civil service by analysis compared to other countries and the Chinese civil service system. To provide useful recommendations and perspectives we must drew useful lessons for the better perfecting China' s civil service system.This article focuses on the theoretical study of the Civil Service System, through the comparison between China and Japan. The article reveals the problems of the civil service system of China in order to improve specific system design of China' s Civil Service System by learning advanced management experience from Japan.The first part summarizes the basic theory of the Civil Service System, including the concept of The Civil Service System, characteristics, political status and function, in order to further the comparison between China and Japan Civil Service System. The second part researches the historical background, characteristic and problems of China Civil Service System. The third part researches the historical background, characteristic and problems of Japan Civil Service System. The fourth part researches how to improve specific system design of China' s Civil Service System by learning advanced management experience from Japan.Through the above discussion, the following conclusions are drawn: China' s Civil Service System should uphold the improvement of knowledge update system, grade classification system, competitive system, inspiriting mechanism and supervision which are the four basic philosophies of the Civil Service System, pay attention to the differences between China and Japan, and learn advanced management experience from Japan to build Civil Service System with Chinese characteristics suitable for the condition of our county.
