Reserve force for national defense (RFND) is referred to the people who attain the theoretic knowledge, military and political quality, and the practical skill to accomplish military missions in modern high-tech information wars. The graded training mode for reserve force is one kind of the talent foster mode which is used to train different reserve force according to their military level. There are three levels of the graded training mode for reserve force: primary foster mode, intermediate foster mode, and advanced foster mode.In the real sense, Modern RFND began in European in 18 century. With nearly 300 years of development, the foster of foreign RFND is becoming more and more experienced. In china, RFND began in Xi Zhou dynasty. In 1904, Qing administration had specific provision that there must be a standing force, a replenish force, and a reserve force in its New Army Force, this provision meant the real beginning of modern RFND in China.The foster of conventional RFND is almost in a disparate, close, and static state, it is easily to cause overlapping investment. We must utilize other countries' experience, break the desperation, and keep the foster among reserve soldier, people's militia, and university students consequential and co-existence.To perfect the graded training mode for Chinese reserve force, we should make further subdivision of the categories of RFND, should reform management system for RFND, should establish and improve a logistical support system for RFND, should blaze new trails in talent foster mode of RFND, and should establish and improve policies and regulations system for RFND.
