As the outbreak and development of Revolution in Military Affairs, educating high quality military talents is the key to win the information-based war for all the countries. Since 1978, Chinese military has established great achievements. The quality of the Chinese military talents has been improved, but, comparing with the quality of the military talents of developed countries, there are some gaps between China and these developed countries. The quality of the Chinese military is not conforming to the demands of the information-based war presently. Under this circumstance, the traditional cultivating model of military talents education in China must be innovated. Combining military education with the general higher education is an effective way to educate high level and high quality military talents for China. Since 1998, the National Defense Students has been the major source of Chinese military offices. However, the cultivating model of National Defense Students has emerged some deficiencies. The Reserve Officers Training Corps is the major source of American military talents. As the result of the development and reform for a long time, the RTOC has formed consummate cultivating model. So making a comparative study of the cultivating model of National Defense Students with the ROTC's, finding out the gap, and referring the ROTC's experience to perfect the cultivating model of National Defense Students.This study firstly analyses the structure and circulation of National Defense Students and Reserve Officers Training Corps by comparative study. Then, to find the similarities and gaps between them, and to look for some suggests form the cultivating model of Reserve Officers Training Corps. And, according to the results of empirical study, this study raises eight strategies to improve the cultivating model of National Defense Students.This study contains six parts.The first part introduces the goal and necessity of this research, and the collection of the information about relative study. And, discussing the concept of the cultivating model of National Defense. The second part reviews the history of the combination of military education with the general higher education in China and America.The third part compares the cultivating model of National Defense Students and ROTC, including the legal system, structure, training goal, training process, and the training methods. And to look for some suggests form the cultivating model of Reserve Officers Training Corps.The forth part is empirical research. The samples are the National Defense Students of the China University of Geosciences and Wuhan University. According to the comparative study and empirical research, this study summarizes the deficiencies of the cultivating model of National Defense Students.The fifth part is about the strategies. In accordance with the deficiencies of the cultivating of National Defense Students, this part raises some strategies in order to improve it.The sixth part is conclusion.
