Culture is a category parallel to economics, politics and society, which plays a very important role in the economic development of the society. After the May 4^th movement in 1999, a new cultural force under the leadership of the CPC made its appearance in the history of modern china. Along with it. there formed the new democratic culture which is of the people under the leadership of the proletariat against imperialism and feudalism. The socialist culture has made great progress which laid foundation for the socialist cultural construction.Since the Third Plenary Session in 1978, the second generation of central leadership with Deng Xiaoping at the core and the third generation central leadership with Jiang Zemin at the core conscientiously summed up the lessons learned during the building of socialist culture and placed the building of socialist spiritual civilization and culture in a prominent position while in persistence in taking economic construction as the centre. Since the 16^th CPC Congress, the whole party has risen an upsurge of studying and implementing the "three represents" important thinking, firmly established and earnestly implemented the scientific development concept, vigorously pushed forward the reform of the cultural system, and promoted cultural undertakings and cultural industries development, carried forward and cultivated the national spirit, strengthened ideological and moral construction of the minority, carried on the implementation of research works of Marxist theory and the prosperity and development of philosophy and social sciences and so on.
