In this paper, the party Central Committee's strategic plan of building a socialist harmonious society as the guideline, based on the unification of logic and history, issues about building a harmonious society in the moral anomie were researched and discussed systematically, and effective ways and means of moral construction at this stage were discussed too.As a prominent social issue during China's current transition period, moral anomie took place in all aspects of the field of social life. Its formation and emergence has profoundly political, economic and cultural roots. So it can not only enhance the study of specific measures targeted, but also do good to explore the current rule of moral anomie to inductive generalization of the common features of the phenomenon of moral anomie and discuss different perspectives leading to the phenomenon of moral norms of our society.There is an intrinsic contact between moral and harmonious society. Morality is the basis for building a socialist harmonious society, the basis of the coordination of interests of a harmonious society, the security for a harmonious social stability and mechanism to enable a dynamic society. In short, a harmonious society must be a moral society; and moral anomie must do harm to build a harmonious society. It undermines the system of the social system and triggers a crisis of people's moral beliefs, which leading to social disorder and confusion, and preventing the social well-ordered running . Therefore, from the point of building a harmonious society, it has a very important theoretical and practical significance to come up with proposes to overcome the moral anomie, rebuild the moral system of a harmonious society, and effectively strengthen civic education in ethics.
