Government Self-interest In Public Policy Making

Now the pattern and relations of social interests have deep-seated changes in current transition of China, showing new features such as diverse, lopsided, transitional and so on. Government need use public policy to regulate various behaviors of benefit body in the political community, reconstruct and integrate social interests, allocate value authoritatively. The characteristic of internal mechanism for input in public policy making in China is obvious and the phenomenon of black-box operations exist in great quantity. This encourages the government's selfishness greatly.Under the internal mechanism for input in public policy, the economic man rationality of input body (Government) easily leads to public policy's short-term, non-equilibrium of social benefits allocation and prevalence of rent-seeking behaviors. Such non-transparent policy-making process does a great deal of harm to public policy, corrodes publicity and legitimacy of public policy, erodes public interests, lowers people's sense of identity and trust to the existing politics. In view of this, we think Government must re-examine its role definition in public policy making, uphold the value spirit of fairness and justice, make public interest as fundamental value orientation in public policy making, because"the concept of public interest has the same importance for the bureaucratic system, just like the procedural justice for the judicial system".Public policy has played an important role in building a harmonious socialist society and public policy containing science, democracy and legitimation is the basic requirement and important content in building a harmonious socialist society. At present, China is in the initial stage of socialist modernization drive and the pattern and relations of social interests have deep-seated changes in the transition. The expansion of government's selfishness leads to phenomenon of group-based benefit, non-equilibrium of distribution of benefits, prevalence of rent-seeking behaviors, which do serious harm to social equity and justice. Through analysis of government's selfishness in public policy making, we can build a rational and effective structure of Government's interest, enhance the publicity and effectiveness of public policy, reduce the decision errors and policy conflicts in building a harmonious society, ensure social fairness and justice, promote the building of a harmonious socialist society effectively, preserve and promote the social and public interests better. These are the practice significances of the topic. With research and analysis methods including literature method, normative analysis, comparative method and interdisciplinary research, the basic structure and ideas in this article are as follows:(1) Based on theoretical and practical significance of research on government's selfishness in public policy making, the first part will make relevant literature reviews and comments on home and abroad literature, introduce the research ideas, methods and innovations of the topic and define some core concepts to suit research needs.(2) By making interest coordination in public policy as the analytical framework of government's selfishness, the second part will analyze issues such as benefit, policy and government, as well as public policy and government's selfishness in order to provide the analytical framework for further research.(3) The third part will analyze government's selfishness in public policy making, including the form, reasonableness, harmfulness and causes of government's selfishness. This will provide theoretical support for problem-solving of government's selfishness in public policy making.(4) By using comparative method, the fourth part will analyze measures in U.S. public policy making including building a responsible government, balances of interest groups, public participation in policy to constrain government's selfishness. This will provide experience in solving problems of government's selfishness in public policy making for China.(5) Considering china's realities, the fifth part will provide strategies and ideas for solving problems of government's selfishness in public policy making for China, including establishing the value orientation of public policy scientifically, strengthening the institutional improvement of public policy making, building a reasonable structure of the Government's interest, enhanceing effectiveness of public participation in policy.(6) The sixth part is epilogue which will review the idea of the article and point out the field that need to be further improved.
