Public participation in public policy-making is the new topic in the research of public policy. In certain sense, it is not only the value of public policy, but also the development of public policy ethics. Public participation in the process of public policy-making can improve the quality of policy, supervise the government and the public policy, mold a positive citizenship and promote the effective implementation of public policies and programs. Thus, studying public participation has important theoretical significance of building a harmonious society. But in our current public policy-policy process the social problems have become more and more conspicuous because of the lack of public participation. If these problems can't be effectively resolved, it will seriously affect social stability and the organic operation.
