Public Emergencies, Emergency Information Management Research

In the whole process of public governmental emergency management, management of emergency information, observed in time sequence, plays an important role in every stage of an event. Timely collection, analysis, share and publication of the information can help the government make correct decisions and policies once crisis occur and decrease its damage. So it is really necessary to strengthen management of emergency information. Firstly, this paper summarizes the concept of public emergency and emergency information, gives the categories of emergency information, then goes on with the necessity of government's management of emergency information, and summarizes the existing problems. The main part of this paper analyses the scope and a variety of channels of the collection of emergency information, then analyses the issue about organizing and storing of emergency information. Combined with the current results of e-government project, it explores the mechanism for the sharing of emergency information, and points out that it is necessary to make the information of emergency known to public, gives a variety of channels of the publication. It also gives the criterion and methods of evaluation about the management of emergency information. Finally, this paper states the measures about the management of emergency information to make better, which are helpful for improving our government's function of public service, and strengthening its capability of dealing with crisis, for example, constructing the information system of emergency management, promoting the exchange of information with the news media.
