US-Russian relations are one of the most important bilateral relations in the world due to the national power and international status of the United States and Russia, great global influences of their international strategies and foreign policies. But the development course of US-Russian relations is tortuous and winding. This thesis focuses on the US policy towards Russia and the following changes of the US-Russian relations after Obama assumed the presidency of United States.In the first chapter, the thesis put emphasis on the legacies of US-Russian relations which Obama inherited. The United States is facing series of troublesome problems especially Iraqi war, Afghanistan war and financial crisis to deal with after eight-year presidency of George W. Bush. In the meantime, the status and international profile of the United States declined relatively. Russia in the regime of"Medvedev and Putin"is developing steadily. US-Russian relations are at a deadlock when Obama took power, and the bilateral relations of these two states are full of distrust sentiments and strategic collision posture. The deterioration of the bilateral relations cause adverse effects to the United States, so resetting the relations of the United States and Russia is a great diplomatic mission of Obama.In the second chapter,, the thesis observes the course of the resetting US-Russia relations of President Obama and analyses its essence. Obama lent an impetus to the improvement of US-Russian relations by adjusting actively, delivering the"reset"information constantly, and making use of nuclear talks as cut-in point over the past year. Comparing with the US-Russian relations in George Bush, inheritance and reformation coexist in the changes of US-Russian relations of this period. Reformation surpasses inheritance externally and overall paces of the changes have little differences comparing with other states and regions.In the third chapter,, this thesis focuses on the reasons that advancing President Obama to reset the US-Russian relations. The new changes of the US-Russian relations originate from the domestic changes of the United States, the response of Russia and the influence of international environment. In the US domestic level, the Obama team especially his personal factor, the changes of the US domestic ideological trends especially the scholars'introspections and suggestions played a leading role. In the Russian level, the active responses of Russia provided a sustained impetus to the Warming-up of US-Russian relations. In the global level, a series of severe international problems objectively demanded these two states to undertake their responsibilities. At the same time, optimistic anticipations to the improvement of US-Russian relations are filled with international society, and lots of states would like to see the progress of the bilateral relations of Russia and the United States.In the fourth chapter,, the thesis mainly discusses the issues that affect the development of US-Russian relations. Three factors determines that the US-Russian may get some fluctuation in the future inevitably and it's unrealistic to expect the great improvement of the bilateral relations: the uncertainty of the continuity of Obama's policy toward Russia and his getting general domestic support, the uncertainty of the response of Russia to the United States, and inherent deep psychological contradiction between the two states.Finally, the thesis claims that the"resetting"of US-Russian relations of president Obama has got some achievements and brought active effects owing to the impulses of many factors. But most of the bilateral issues still remain in suspense. US-Russian relations would remain the keynote of"Overall stability and local conflicts". The complex relationship of"partner-cum-competitor"will be the normal state of the bilateral relations.
