This thesis mainly explores America's new adjustments to the policy on Russia under the Obama administration and analyzes the new changes and characteristics of the US-Russian relations. The United States and Russia achieve "restart" successfully through a series of "contact and dialogue". Besides, they begin to cooperate extensively in the areas of reducing nuclear weapons, the deploying of missiles in Eastern Europe, Afghan war against terrorism, and so on. However, the conflicts between the two sides are deep seated. So the process of the "restart", accompanied by continuous conflict and friction, brings shade to the detente of the relations between the two sides. Their struggles mainly lie in the aspects of the eastward expansion of NATO, the reducing of nuclear weapons, the deployment of missile-defense systems in Europe, the dispute of geographic strategy, ideology and values, and so on. Because fundamental contradictions exist between the two countries in the areas, such as global strategic goals of major countries, strategic security, geopolitical, ideologies and economic cooperation, the road of the "restart" is not flat. The present domestic and international situations decide that the bilateral relations should be based on the dialogue and cooperation between them. But meanwhile, the struggle will be unavoidable, and there will be many unpredictable variables in the future. Therefore, in their relations, the United States try to gain the initiative, and mainly focus on security and military sphere. Confrontation exists in their cooperation, and unstable factors may worsen their relations. So under Obama administration the US-Russian relations possess duality and twists. They seek unity through struggle on the basis of dialogue and cooperation.
