As we all knowen, China is a great agricultural country. On the historical process of transforming from tradional society to modern society and building well-off society in nowadays, as the rear areas of political and economic security, rural areas are not only the hope of Chinese development but also the "bottleneck", which are influencing and restricting Chinese development of society and economy.Since the reform and opening, the Party and the government have paied more attention to "three agricultural problems" and have unveiled a series of policies to support argriculture, Hui Nong and rich peasants. At present, the rural appearance has changed greatly, the economy has got developed more quickly,social security has mended nicely and the peasants'material living standard has improved endlessly.
