The paper mainly uses the literature analysis, empirical research analysis and so on, to elaborate the background of White Paper on Human Rights, evolvement and development to guarantee the basic human rights of our nation, effects on the factors to guarantee the basic human rights and how to complete it, etc, in order to make contribution to the theoretical research for guarantees of the basic human rights of our nation.
