The Emergency Rescue Problem Research On China's Sudden Public Events

In the recent years, China's economic development and social security arefrequently affected by the emergency public events, according to the statistics, since2003, the number of the China's public emergency events has been up to1.2millionper year so that now the risky society–danger is everywhere-is gradually formed. Ifwe do not pay much attention to it and take the public crisis management timely andeffectively, then the pace of China's reform and open-up will become slow down,and even the goal to build up the overall prosperous society could not been realized.Therefore, during the process of the public crisis management, emergency rescueestablishment appears much more important.China's emergency rescue mainly refers to that the government, after theoccurrence of natural disasters, accident disasters, public health incidents and socialsecurity events and so on, in order to ensure the society's stability and developmentand guarantee the victims' personal safety and property security, should take rescueactivities. In the process of public crisis management, emergency rescue is a kind ofmeasure for recovering and reconstructing after the emergency public events. Whenit occurs, we should take effective measures for emergency rescue so as to minimizeits losses caused by the emergency public events and develop the positive effect of theemergency rescue, which could not only enhance the public credibility of thegovernment, but also promote our society's self-recover and progress.The passage taking the public emergency rescue as the object of the research andutilizing the qualitative research methods to analyze the characteristics of our China'spublic emergency rescue, achievements and problems, proposes measures for solvingour country's emergency rescue problems.All in all, confronted with the increasingly complex and complicated emergencypublic events, the traditional rescue model could not adopted to the requirements ofthe current social development, therefore, it is urgent to establish the newemergency rescue system. This paper, by the research of our country's emergencyrescue problems, hopes to provide policy support for the further development of the public crisis management theories and practices.
