With the accelerated development of economy globalization, industrialization and urbanizations of most countries, serious natural calamity, accidents, public sanitation incidents and social security incidents happen occasionally, and new problems emerge endlessly.One hand,these public emergency events can cause huge casualties and property loss, and inevitably they need plenty of emergency resources to reduce this kinds of casualties and loss by the events, and also prevent the damage father worse, accelerate disaster reconstruction, recover order and production etc.The other hand, though the development of science and technology improve people's disaster forecast ability, lots of emergency events are hard to forecast or the time between forecast and occurred are short. These bring high requirement for emergency resources optimization management. And it made the optimization management of emergency resources useful.Currently, the research for optimization management of emergency resources is still in starting stage, and the research achievements are less, and even many times the management of emergency resources are made by some people's experience, so it lack theory foundation. According to this situation, the optimization management of emergency resources in system is researched in this paper.First, the emergency event elementary knowledge and theory foundations of the optimization management for emergency resources are introduced in this paper, and the theory foundations include elementary area risk analyses, facilities location, the configuration of elementary recouces and dispatch.Secondly, according to risk theories, using AHP method obtained the risk weight of each region for the city of Guangzhou, and all the object regions are divided into emergency region, safety region and transition region. And it also provided evidence for decision when location, configuration and dispatch.Once again, considering the emergency resources are rerelative deficiency in our country and the size of risk for each area are different, using generalized cover model decided facilities locations which based traditional model called the largest cover model and it has acquired a very good effect. Supposing the emergency locations and resource configuration and dispatch are determined, established static single-stage and dynamic multi-stage optimization model which can provide resource dispatch for emergency events.Finally, the defect and prospect for the research in this paper are descripted.
