Administrative communication is the transmitter and receiver of information transmission medium must pass through the government needed to implement the idea, emotion, message, information, data and other information, and to promote mutual understanding and coordination of actions and processes. Administrative information in the public administration plays an important role in the process. It is an important basis for public decision-making and implementation of the means.And it is also a basic security to improve administrative efficiency and guide the healthy development of social economy. Administrative communication information in the state often asymmetric distribution, and this information asymmetry will bring serious consequences to the operation of government power, ultimately damaging the public interest. As it will lead to corruption, reduction of administrative efficiency, administrative decisions affecting the scientific and not conducive to the construction of socialist democracy. Therefore, concerned about the administrative communication of information asymmetry, research how to avoid information asymmetries,will help establish a more effective administrative mechanism to improve administrative efficiency, reduce transaction costs in the administrative process and a use of asymmetric information rent-seeking activities undertaken to protect the rights of citizens.This theoretical with the practical approach, focuses on the administrative communication asymmetric information problem in the actual performance, on the operation of government power and civil rights of the adverse effects of information asymmetry analyze the reasons, put forward the specific ways to avoid the asymmetric . Study found that administrative communication in asymmetric information mainly for the information distribution imbalance, information transmission distortion and loss of degrees in three areas of information use. Observation and analysis of information asymmetry in the performance of administrative communication in reality caused by asymmetric information after the conclusion the main causes of personal factors, interpersonal relationship, information technology constraints, based on the weak and the administrative mechanisms of defect. For these reasons, I propose to avoid administrative communication in the path of asymmetric information have improved administrative accountability, and promote the development of flat administrative organizations, improve public building of government information and improve staff quality and development of e-government information.
