Transatlantic relation is one of the most important bilateral relations in the world, which plays a decisive role on international politics. US'definition of transatlantic relation, EU's policies towards America and power comparison of other major states, etc. are vital to this special relation. Since the end of cold war, US-EU security relation has been up-and-down as the international politics changes. From this view, transatlantic relation is a major research subject in international studies, which has a positive and practical significance for us to handle Sino-US and Sino-EU relations.Since the end of Cold War, the United States and European Union have issued three important documents in less than ten years:the Transatlantic Declaration, the New Transatlantic Agenda and the Transatlantic Economic Partnership. How did the documents and institutions based on them work? What are the reasons leading to all the phenomena? What is the trend of transatlantic alliance? All is to be discussed as follows.By looking through the institution forming process during US-European relations after the Cold War, the author introduces the concept of interregional to analyze it,and doctrines that the quasi-interregional relations between the US and EU has characteristic of comprehensiveness, reciprocity, openness and diversity, and its end is to balance power, strengthen identity, share interests and build a institution. It is worth mentioning that, the institution discussed by is cover security aspects. The author believes that the system of US-European security relationship is basically completed within the framework of NATO, which need to separate a text for discussion.
