On The Formation Of Chinese Grass - Roots People's Congress Candidate In The Election Process

The election at the basic level in our country takes the initiate position in the democratic politics. As the high participation and attention, it unfolds the real democracy in the real sense, in which the democracy of election roots as well. Since the regulation of direct election of People's Congress at county level in "Election Law", issued in 1979, the Law has been revised five times. Meanwhile, the direct election at basic level has made great progress in the constant research and development. However, there is no denying that with the improving of the people's quality, they have stronger crave for democracy while more and more unfitness are revealed in the practices of electoral system and the process of democratization nowadays in our country.The electoral system plays an important role in the democratic political system. The degree of democratization in the election embodies the degree of democratization of a country. The justice of the electoral program is the key element of the real democratic election. Among all of the current electoral procedures of National People's Congress at basic level, the generation process of candidates takes a central place. This paper will cover the three aspects, generation process, that is the nomination of candidates, disclosure of candidates and confirmation of formal candidates, to analyze the problem of the three stages and give a summarize. Furthermore, some eminent and typical problems will be listed and discussed in a deeper sense, for example, in the stage of the nomination of candidates, the access condition is too low and the collective nomination weighs more than that of voters; in the stage of disclosure of candidates, the candidates have no initiative, the introduction appears too simple; in the stage of confirmation of candidates, the process is obviously unjust. This paper suggests a few countermeasures to improve the generation process of National People's Congress at basic level that is raising the bar of candidates and ensuring the proportion of the candidates of voters; making a competitive system for the preliminary candidates and enlarging the impact of candidates' profiles; substituting the pre-electoral procedures to "incubation, negotiation and discussion" to confirm the formal candidates.
