The corruption of provincial and ministerial officials is one of the most serious problems in our political realm. Since 16th NCCPC, the provincial and ministerial officials who were punished are more and more, the amount of money involved is larger and larger, the circumstances are getting worse and worse, the means are more and more secretly. The provincial and ministerial officials, as CPC and Chinese government's senior leading cadres, their corruption is direct and acute to the development of China. Curbing the breeding and spread the corruption of provincial and ministerial officials is a priority.The main contents of this paper are as follows:SectionⅠincludes an introduction to all the issues that will be mentioned in this paper and the status quo of the studying activities on these issues, as well as the research methods and the innovative aspects of this paper, thus providing a reserve of purposes and methods for the following argument.SectionⅡmainly creates a database of the cases of the provincial and ministerial corrupt officials since 16th NCCPC, and then by analyzing this database, we can find the current phase of provincial and ministerial officials corruption cases showed the following eight features and trends: the number of corrupt officials and the amount of money involved continue to increase; majority of provincial and ministerial corrupt officials have corrupt life styles; their families of provincial and ministerial corrupt officials plays a prominent role in the process of their corruption; collective corruption cases have increased significantly, the chief leaders corrupt seriously; the fields in which provincial and ministerial corrupt officials corrupt tend to concentrated and administrative corruption is serious; the means by which provincial and ministerial officials corrupt are diverse , more and more secretly; the average incubation of provincial and ministerial corrupt officials is becoming longer; more than half of provincial and ministerial corrupt officials are condemned to death. These characteristics show that: provincial and ministerial officials'corruption is in the hardest hit.SectionⅢmainly conducts a basic theoretic study on the factors to the corruption of provincial and ministerial officials . Private property interests,family interests and the bottlenecks of positions promotion induce the corrupt motivation of provincial and ministerial corrupt officials ; the changes in China's modernization and economic restructuring provide an unprecedented number of system vulnerabilities and opportunities for provincial and ministerial corrupt officials in power and money transaction; high concentration of power without any supervision provides the key elements of corruption in the end.SectionⅣmainly reports urgent strategy to solve the provincial and ministerial corrupt officials'corruption. This paper suggests that we should strengthen the institution construction. We must have institutions to govern power, work and personnel. At present, we urgently need: improve the provincial and ministerial corrupt officials'family properties declaration system as the core institution to prevent conflicts of interest; continue to deepen the reform of the cadre and personnel system to contain administrative corruption effectively; we must deepen reform, reduce the scope of administrative examination and approval, and focus on rectifying the market order of land management and real estate development and other areas of high incidence of corruption; we must have institutions to govern power, work and personnel, and establish a sound structure of power and a mechanism for its operation in which decision-making, enforcement and oversight powers check each other and function in coordination, containing the corruption of principal cadres especially; establish a all-dimensional oversight mechanism of provincial and ministerial corrupt officials ; improve the investigation mechanism and shorten the incubation period of provincial and ministerial corrupt officials. At last, we must improve the institutions'execution.
