| Provincial and ministerial officials’ corruption not only causes huge loss of state-owned assets, but also brings very bad social influence. Selecting59provincial and ministerial officials’corruption cases since the17th Party Congress, using the "structure-system-individual" framework, this thesis chooses variables on structural, institutional and individual level respectively to analyze the provincial and ministerial officials’ corruption phenomenon since the17th Party Congress. Based on the variables selected, this thesis summarizes the characteristics of provincial and ministerial officials’ corruption phenomenon on each level and the reasons behind them. From the structural level, the power configuration imbalance, together with power being made for-profit, causes the following characteristics:involving land-transferring, involving all areas with public right, more nest cases and series cases, huge amounts. From institutional level, because the personnel system, property declaration system and power supervision mechanism are imperfect, corruption happening in choosing and employing persons and family members involved in corruption becomes prominent. And at the individual level, because of the error values and bad psychological motivation of officials, the decay of life becomes common, dual characters of the officials exists extensively. Finally, based on the above "structure-system-individual" analysis, this thesis put forward some concrete suggestions to prevent provincial and ministerial officials’ corruption. The purpose of this study is to make a in-depth research on the provincial and ministerial officials’ corruption cases after the17th Party Congress, with a view of having a certain significance on the current China’s officials’ corruption prevention and control, especially that of the provincial and ministerial officials’ corruption. |
