The concept of corruption is a phenomenon that public servants or public officials from the state organs or state-owned enterprises abuse public power and public resources and make a conspiracy with other people against existing laws and regulations recognized by the society with a purpose to acquire personal profit for themselves or their private circles or to work for gaining special interest for a certain unit or an industry while prejudicing the interests of public interests or other individual interests. The tremendous bad influence brought by corruption could work on the politics, economy and society of a country, which not only leads to economic recession but also matters the survival of the Party even a nation. In recent years, with the focus on cracking down corruption from the central government, some achievement has been made. However, anti-corruption is still a serious and tough issue in China. Hence, this thesis works to analyzes the causes of corruption of the officials at ministerial and provincial levels, tries to propose some suggestions and is expected to shed some light on the anti-corruption work, especially prevention and harness on the issue of anti-corruption of officials at ministerial and provincial levels. Hence, making a study on the issue of official corruption helps the government make relative policies and is significant to build up an anti-corruption system.At first, this thesis sums up the fresh features of investigated and prosecuted corruption phenomenon at ministerial and provincial levels corrupted officials Since the 18 th National People’s Congress : first is the amount of corrupt officials is increasing, and job levels is unprecedentedly high; second, corruption clustering is outstanding, family corruption is emerging; third one is the corruption of the Party and government officials is prominent, the military corruption is getting worse; fourth one is the administrative division of corruption is broad, and corruption field is still expanding; fifth is the phenomenon of the corrupt officials have co-operated with criminals is severe; sixth one is collapse-shaped and systematic corruption is continuously happening. Then, Marx’s Alienation Theory, Rent-seeking Theory, and Principal-Agent theory will be employed to analyze the causes of corruption from the perspectives of economics, politics and psychology. Lessons on anti-corruption taken from some typical places such as Russia, Finland, Singapore and Hong Kong are to be presented. Finally, suggestions on the current situation of the anti-corruption issue will be put forward. Through the study on the officials corruption, advice responding to the issue is to establish an all-round, multi-channel and normalized corruption policies, that is, to build Five-in-One all-round anti-corruption system, to clear up the “Four Channels” anti-corruption ways, and to fulfill normalized anti-corruption measurements.
