As a special the political system form, party-state system is a political system in the middle stage form traditional political system to the modern political system. The historical development of this particular special system is highly centralized, resource extracted and self-depleted type. It has produced instability, low balance and high-confrontational system features. Therefore, the state system of the power structure of political parties and institutional arrangements do not meet the needs of the modern nation-building, it must go through institutional changes and evolution. The coincidence of political parties and state's relations, the lack of political and economic interaction, the anomie of elite and institutional choice form the structural constraints in national transition process. Fundamentally it hindered the expansion of political space for countries in transition. Therefore, institutional changes process is actually a beyond the structural constraint of transition, expanding opportunities space, reshaping the relations of political parties and state.By comparing analysis China and Hungary, the two typical transformation system's history and experience, This paper argues that parties-state system is of great significance for the country in institutional transformation process, in a certain sense, reshape the history of the state transition. Party-state system originated a special historical period that the least developed countries transition from a socialist to post-socialist transition phase.
