Why does democratization happen? The existing Modernization theory argues that the economic growth makes the traditional society structure change and produces a new middle class, which makes up to civil society that claim their own rights and at last leads to political democracy.But the author provides another research approach, which is based on the theory of political system and elites, that there is a tension between the system's capacity limited and the elites'ambitions for much higher and more power whatever type of society it belongs to and whatever kind stage of development it is on. The so-called democratization pressure makes the regime change inevitably, which is essentially because of limited supreme posts for limitless needs from political elites, and directly because of ruling leaders'courage and insight to best reforms for all country according to international development trends.The paper shows a case study of Mexico to demonstrate the ultra-large-scale late-modernization states can come true independently only under the great political leaders by consensus on the allocation and succession mechanism of power among all dominant elites, by the design of Inclusive constitutional framework,and by gradual reforms to democratic governance ultimately, which supplies one best institutional basis for the upcoming democratic consolidation.
