International Criminal Court On Bashir Arrest Warrant Of International Law Thinking

On July 17,1998, the diplomatic convention of UN on "Establishing the International Criminal Court" passed the Rome Statute of International Criminal Court(ICC), Rome Statute. The duties of ICC is to punish the offenders who offend the international law, and nobody can relieve. Omar al-Bashir, the President of Sudanese is charged with five crimes of crimes against humanity and two crimes of war by the International Criminal Court. Rome Statute" provides for genocide, crimes against humanity, war crimes and crimes of aggression and other international crimes, and also gives the International Criminal Court a large jurisdiction. In March 2005, driven by the Western countries, the UN Security Council passed the 1593 resolution which according to the "United Nations Charter," ChapterⅦand authorized the court to help resolve, "impunity" issue in Darfur. In July 2008, Ocampo, chief prosecutor of the Court, focused on President al-Bashir directly, and accused him for 10 felony charges including "mass murderer" and was in March 2009 President al-Bashir issuance of arrest warrants. In March 2009, the ICC issued an arrest warrant against President al-Bashir. The crisis of Darfur and its settlement process is the major focus in political and security area currently. Although the International Criminal Court issued the arrest warrants, it has no army or police to enforce it, and the hybrid peacekeeping force of the United Nations and African Union in Darfur also has no authority. The arrest warrant has profound impacts. The international reputation and image of Bashir is injuried seriously and the peace process of Sudan is impacted profoundly.
