Liberalism constitutional ideology during "New Moon" of Hushi is highly positive inspiration for contemporary academic and social practice. This paper tries to focus on the theme, objectively and completely returns constitutional ideology during "New Moon" of Hushi to original condition, then give a fair evaluation. This article is divided into four parts. Chapter one introduces the background of Hu, "New Moon" constitutional ideology, shows that Hu began to pick up the preparatory work done before the speech weapons, participate in social and political activities, to join the "New Moon" magazine under the weight of the authoritarian regime of the Nanjing national government. And in turn, it introduces tne origin of Hu, "New Moon" constitutional ideology. Chapter two begins deeply analysing Hu, "New Moon" liberalism constitutional ideas, including the protection of human rights ideas, democracy, freedom of speech etc. From Hu'articles published on the "New Moon" magazine,——resolve the theoretical content of Hushi. Chapter three, from a comparative perspective, to see the differences between Hu'human rights thinking and thinkings over the same period thinkers, comparatively analyses Hu'Liberalism ideas and Nationalism schools ideas, see more at a glance the sequence of Hu' constitutional thought. The last part of the article evaluates Liberalism constitutional ideology during "New Moon" of Hushi, the impact on that time and compares the progress and negativity with early thinking. In today's view, the Liberalism constitutional ideology during "New Moon" of Hushi has larger positive meaning and to be worthy of our studing.
