It is a special mean granted by the state to the ethnic work departments, and an effective carrier to promote the socialization of the ethnic work. To further improve the system of Membership System of Ethnic Affairs Commission, and to play effectively the role of the member units, part-time commissioners and coordinators is of great significance for the integration of all forces, doing well of the ethnic work together, and the promotion of the unity, striving, common prosperity and development of all the nationalities.The State Ethnic Affairs Commission is the only ministry that has implemented the Membership System from the founding of The People's Republic of China. From the days of the founding of New China to reforming and opening up, the Membership System stressed the representation of all ethnic groups, which was in particular applying to the historical period that took the elimination of national barriers and the solidarity of all nationalities as the main task. With the transfer of work focus to the economic construction, the Membership System thus evolved from a focus on ethnic representation to the representation of functional departments. The new Membership System provides a strong guarantee to the full use of various resources, form a powerful composition of forces, and thus work together to promote the ethnic work. Led by the model of the State Ethnic Affairs Commission, the local ethnic work departments have implemented the new Membership System as well. As practice has shown, the Membership System is an effective mechanism with Chinese characteristics for the work concerning ethnic affairs, the implementing of which has embodied the characteristics and laws of the work concerning ethnic affairs and indicated that the Party and Central government have attached great importance to it. It helps to unite the forces, mobilize the initiatives, and give full play to the advantages of different departments, and thus the work concerning ethnic affairs can be improved with joint efforts. Over the years, the member units and part-time commissioners conscientiously perform their duties and actively participate and support the work concerning ethnic affairs, which has made important contributions to the ethnic unity and progress undertaking.In the new situation, it is essential to continuously implement and improve the Membership System, and give full play to its advantages. The policies, laws and regulations of the Party and Central government towards ethnic minorities should be carried out by specific policies and specific work of the member units. The understanding and evaluation to the policies, laws and regulations of the cadres and masses of the ethic minorities and from the ethnic minority areas are mainly formed and made by the specific policies and specific work of the member units.Our nation's universality, long-term character, complexity, internationality and importance are undergoing profound changes as China's industrialization, information technology, urbanization, marketization and internationalization in-depth development. Also all kinds of new problems, new challenges, new risks are endless. The problems of lack of connection, poor services and loose organization are increasingly exposed. The reason is mainly embodied in the theory of reserve deficiencies, lack of supervision mechanisms, incentives weak, unclear responsibilities, poor enforcement mechanisms and so on. After comparison with the Western parliamentary system, other countries working mechanism dealing with ethnic issues and other special committees and local work of other types of national leadership structure, the author hold that we could strengthen the party's leadership, reform member composition, strengthen communication links, good support services, and strengthen the sense of responsibility, improve the institutional mechanisms and measures such as the path to proceed. National departments should fully carry out the leading coordinating role, to strengthen ties, good service, better play members of the unit and the role of part-time members.
