Informatization deeply affects the societal management in terms of forms of organization and government operation. Many countries and regions are striving to improve the information communication infrastructure and apply the ICT to establish e-government, develop e-administration system and attain e-governance. The multilevel governance system has played an important role in the EU, a model for governing a regional entity. This thesis explores the influence of the multilevel governance on the development of e-administrative system for promoting the cross-country study of e-government. It is approached from the two tiers of the EU and its member states. Sub-national tiers are not touched upon due to the limit of space.The introductory chapter explains the basic concepts used in this thesis such as e-government and multilevel governance, discusses the theoretical and practical significance of this study, highlights that the contribution of this study lies in connecting the multilevel governance to e-government in EU by taking multilevel governance as a tool to analyze its influence on e-government and augmenting understanding of the EU as a complicated governance entity and provides reference to China's regional governance.Chapter I makes a theoretical analysis of multilevel governance, revealing its characteristics and mode of operation and noting that significance of the emergence of e-government manifests in citizens'on-line participation and flattening of government structure.Chapters II and III discuss the impact of multilevel governance on supranational and national tiers of EU. As far as EU level is concerned, the influence of multilevel governance on the development of e-government is mainly displayed in the strategic positioning and policy making regarding e-government.Chapter IV is a case study of the UK and Denmark. They are chosen because the UK is a pioneer in introducing e-government and its development has maintained a good momentum and Denmark, although got started later, has managed to advanced to the front ranks in the world with its success intimately related to the EU's multilevel governance.The thesis has focused on the"positive"influence of multilevel governance on e-government. No doubt the EU has its governance dilemma. And multilevel governance is not a panacea. In this sense, it has yet to be proved whether the EU's multilevel governance model is applicable to the ASEAN, African Union or other organizations of regional integration.
