Research On Rural Governance Mechanism Based On Multi-level Government Behavior Logic

In 2018,China's urbanization rate was 59.98%.China's current urbanization has entered the "second half'.It is gratifying to note that some rural areas have reactivated the endogenous driving force of development under the penetration of high and new technologies such as the Internet,and achieved the starting point from simple agricultural production to the present "six times" industry of 1×2×3.At the same time,we can also generally see that the city has always dominated the input of government resources,and the long-term exploitation of the countryside has greatly damaged the existing resources of the countryside.Therefore,in addition to the study of the peasant standard,some scholars have also noticed the important impact of government behavior on rural construction,but overall there is still a lack of systematic and holistic theoretical research and empirical observation.Based on the case studies of two typical villages in the construction and operation of local governments in China,the paper raises two basic questions about government behavior:how can local governments achieve governance of villages through existing frameworks?With the existing institutional framework basically unchanged,what are the differences in governance of different villages by local governments?In view of the above two research questions,the theoretical concept core of the study is firstly defined:the logic of government behavior,and then several connotations of the logic of government behavior are quoted:first,structural and functional elements,which indicate the direct interaction and control relationship between local governments at different levels in the national system;second,the elements of governance process,which tend to the local government and the higher government or the local government and the people at large.The interactive process of the masses,from the interaction mode of the two sides,explores the formation process of the behavioral logic of the two sides(or a single party);the third is the elements of organizational relations,indicating that the behavioral logic of local governments is affected by specific circumstances,and that under different social organizations and environmental impacts,the same local government will put into practice in different places and times.So we continue the problems that this paper tries to solve,and then from the perspective of system foundation and rural governance model,we analyze the problems from top to bottom.From the structural point of view,this paper analyses the institutional constraints and control among local governments,laying the institutional foundation for governance and organizational analysis;from the perspective of governance and organizational analysis,it analyses the interaction between local governments and the government and the countryside in the process of governance,and finally analyzes the rural governance model of local governments.In order to focus on the research theme of government logic,this paper chooses Huanglongxian Village in Jiangning and Yangliu Village in Jiangning as the research objects,which have similar location conditions and resource endowments,and carries out empirical analysis on the behavior logic of local governments.At the level of system policy,because of the special policy of"withdrawing counties and setting up districts" and "districts interaction" in Jiangning,the hierarchical relationship between local governments in Jiangning District is not clear.This ambiguous relationship may lead to ambiguous division of labor,unclear powers and responsibilities,and even contradictions in management objectives when local governments manage lower administrative units.In the process of rural governance,all levels of local governments and development parks in Jiangning adopt the way of establishing urban development companies through investment cooperation to carry out comprehensive construction,management and management of the countryside.This model of urban development companies relies heavily on the cooperative relationship between governments at all levels,and is deeply reflected in the results of rural governance.From the governance process of Yangliu Village,we can find that when the hierarchical relationship of discourse power of local governments at all levels is not clear,and the decision-making of rural development cannot be made as a whole,the rural development governance will often fall into the dilemma of waste of resources and low efficiency.As the two-way spokesmen of the will of the government and the will of the villagers,the two village committees can neither meet the construction requirements of the multi-level government nor meet the villagers' governance requirements for the village public management functions under the condition that the funds are restricted by the government.As a result,the core organizations of village autonomy quickly slip down to the "marginal organizations",and the self-government and development of the village are basically in place.Stagnation.Huanglong xian Village,on the other hand,relies on clear government hierarchical rights,completes the construction task efficiently,and integrates the village autonomous organization into the various systems of the village urban development company rationally.Through rational operation,village leaders and elites remould the order of rural governance,thus realizing a virtuous cycle.Through the above theoretical induction and case analysis,this paper mainly makes the following attempts:from the perspective of multi-level local governments,interprets the specific roles of different levels of local governments in rural construction and management in Jiangning District,Nanjing;based on the case comparison of Huanglong xiancun and Yangliu Village,explains the origin of different governance results under similar conditions.As a result,it summarizes the general mechanism of multi-level local government governance in rural areas,and makes possible supplements and improvements to the existing rural governance theory.The whole thesis contains about
