Emergency Government Decision-making Risk Analysis And Prevention Research

The frequency of public emergencies continues to grow, which makes the importance of government emergency decision-making increasingly prominent. However, there are still certain problems in China's government emergency decision-making. Based on applying theories and methods of risk management into government emergency decision-making, this paper analyzes risks in government emergency decision-making and proposes measures of risk prevention. The study covers the following three aspects:Firstly, it analyzes the causes, types and characteristics of government emergency decision-making. The causes include inadequate preparation of contingency plans, unreasonable choice of contingency plans, blocking of emergency information, and rigid emergency decision-making system. Body risks, process risks and system risks are main risks types. The risks of government emergency decision-making are hidden, chain, pending, and serious.Secondly, it brings forty a risk analysis model of government emergency decision-making, which contains following key parts: risk identification, risk happening probability determining, risk happening consequence determining and risk classifying. To use the model should base on clarifying the boundaries of government emergency decision-making system, choosing appropriate risk analysis method and accurate data source. Additionally, it carried out case study.Thirdly, it conducts a theoretical study of risk prevention of government emergency decision-making. It points out risk prevention should follow the principles of objectivity, scientific, timeliness and adaptability. Building complete contingency plans, regularly assessment of emergency response capability and smooth emergency information are key elements of risk prevention. The measures of risk prevention contain building Government Emergency Decision Support System, public and control government information and enhancing public participation.
