Research On The Risk Identification And Risk Avoidance Mechanism Of Government Decision Making

Government decision-making is the first part of the government public management. It plays a vital role in the maintenance of social stability and economic development. As government decision-making has particularity and involves a wide range, also in the formulation and implementation, it will be influenced by a number of risk factors. The realization of these factors hindering decision-making effect. In today’s Chinese society transition period, many uncertainty factors raise the risk in the government decision-making. This problem is increasingly serious. How to timely and effective avoid risk and optimize the decision-making work has become a focus of attention in today’s society. In this paper, the definition of the relevant concepts based on the risk factors of the decision-making through the use of risk identification method to identify the important risk factors. Then using investigation method, factor analysis method to analyze the risk factors, and then constructed circumvent the risk of government decision-making mechanism through integrated the results. In the end, I hope to provide a reference for the optimization of government decision-making in China.Firstly, this paper expounds the background and significance、 domestic and international relevant theoretical achievements. Then proposed the lack of government decision-making also points out the urgency. Subsequently, introduce the decision making theory, risk theory, and mechanism theory. These theories provide the theoretical support for the government decision-making risk and circumvent the risk of government decision-making mechanism.Secondly, through the combing of the current status of government decision-m aking in our country, summarizes the results and the existing problems of our gov-ernment, and point to specific case statement to clarify the main defect of the go-vernment decision-making work to determine the risk factors.Thirdly, on the basis of the analysis of the status of government decision-mak ing, use flowcharts and environmental analysis to identify the risk factors of gover-nment decision-making, and thus use a questionnaire survey to collect data. Then use factor analysis to reclassify the risk factors and get the important risk factors of government decision-making. Lastly implements the quantitative analysis of gov-ernment decision-making risk factors.Finally, locate the function of circumvent the risk of government decision-making mechanism with basing on the qualitative and quantitative analysis of the government decision-making risk factors, and further build recommendations to provide a guideline for the optimization of government decision-making.
