Grass-roots Government In The Context Of A Harmonious Society Construction

In the Fourth Plenum of the 16th CPC Central Committee the "building a socialist harmonious society" concept has been made completely first. To build a harmonious society, we must persist the people-centered scientific development concept, and a comprehensive,coordinated and stable development. At present, our country's economy and society is in the period of opportunities and various conflicts, there are various social conflicts, especially the rural in long-term urban-rural dual structure, it is the root of all kinds of contradictions and causes of conflict. China has 900 million farmers in this country, to build a harmonious society, we must first strengthen the foundation of the primary government.
