Sino-us Inter-governmental Political Communication Research (1949-2009)

Inter-governmental political communication mechanism is an important carrier of the development of bilateral relations. Also, the level and effectiveness of inter-governmental political communication is an important indicator to the degree of bilateral relationships. China is the world's largest developing countries, while United States is the world's largest developed countries. The importance of Sino-U.S. relationships has gone far beyond bilateral relations. Sino-US relations is characterized as worldwide and strategic bilateral relations. There are huge differences in political institutions,ideology,traditions and culture between two countries. From the initial confrontation to the present strategic partnership between China and United States, bilateral relations has been affected by the national interests of both sides, besides, the elements of communication channel,manner,information transfer in political communication mechanism have played an important role. How to seek common ground while shelving the difference and seek mutual interests in peaceful coexistence becomes a tough task for leaders of both sides. It attaches great importance to the inter-governmental political communication. Only through cooperation can improve bilateral relations, while confrontation will result in disastrous effect even setbacks to the bilateral relations.Since the founding of People's Republic of China, the inter-government political communication between China and United States has gone through a long period from the initial Sino-U.S. Ambassador Talks,Ping-Pong Diplomacy,Secret Diplomacy before 1979. After 1979 from the establishments of official diplomatical relations, China and United States has built up series of inter-governmental political communication mechanism in fields of economy,politics,technology,military,security and human rights. New Sino-US strategic and economic dialogue mechanism extended by Obama Administration from Bush Administration is a typical example. Sixty years'inter-government political communication between China and United States can be characterized as: mechanization in communication channel, diversification in communication issue, and penetration in communication extent. From the point view of political system, inter-governmental relations has been influenced by many factors namely: communication channel,authenticity of information transfer and sensitiveness of political communication system and etc. In order to utilize the effectiveness of political communication to bilateral relations, we should improve the mechanism degree of communication channel especially the mass media's influence in international political communication and etc. Making good use of inter-governmental political communication mechanism will help China to take the initiative to shape bilateral relations and ensure a peaceful external environment for China. The development of Sino-US inter-governmental political communication mechanism enables both sides to take a strategic view to manage bilateral relations.
