Autonomous Local Township Grass-roots Government Research

Local government plays an important role in Autonomous areas, policies, planning, tasks and development objectives regarding Autonomous areas are implemented by Local government. In other words, the construction and operation of Local government in Autonomous areas decides the political stability, social stability and economical prosperity of Autonomous areas to some extent. As a result, the current situation of local government, the difficulties in its construction and operation is studied in this paper. Literature research method and field research method are used in the course of the study.This paper is divided into four chapters except the introduction and conclusion. The significance of the topic, core concepts, relevant research theories and research methods are introduced in the introduction. The importance and specialty of Local government in Autonomous areas are discussed in the first chapter:it is not only the bridge which links the state and the ethnic groups, but also the leader of development as well as the coordinator of interests among different ethnic groups and the defenders of social stability in local. At the same time, the administrative environment, administrative functions and personnel composition of Local government in Autonomous is different from that of Local government in non-autonomous. Then, the case which has been choired is analyzed in the second chapter; the analysis includes the situation of staffing, finance and performances of functions. Based on the analysis of the case, the difficulties of local government in Autonomous areas are summarized in the third chapter, these difficulties include:in terms of staffing, the knowledge of personnel is incompatible with the work, the distribution of personnel is uneven among different ethnic groups, the age structure of personnel is irrational; in terms of finance, the financial revenue is difficult to meet the financial expenditure, financial strength is difficult to meet the needs of people. In terms of performing functions, the capacity of economic development, social development and social security is limited. In addition, the causes of these difficulties are also summarized in this chapter. In order to solve the difficulties of Local government in Autonomous areas, some suggestions are proposed in the forth chapter:to solve the staffing issues, the Local government in Autonomous areas needs to serve personnel, optimize the personnel growth environment, strengthen the training of personnel, uphold and improve the present employment mechanism; to solve the financial problems, the Local government in Autonomous areas needs to increase the financial revenue and cut down the financial expenditure at the same time; to solve problems in performance of functions, the Local government in Autonomous areas needs to enhance the indemnity of personnel, strengthen the indemnity of finance, strengthen the indemnity of institution. At last, a summary which about the whole paper is proposed in the conclusion.
