With the development of economy and globalization,people are more and more aware that the rule of law plays an important role in the development of market economy and society.The practice of the development of the world economy can prove that,to achieve leapfrog development of the market economy is the dominant force of the government,the organic integration of market and social self organization of the two forces pushed into the joint implementation,any one of which alone can not rely on.Therefore,it is very important to speed up the construction of a national autonomous local government under the background of the rule of law.At the beginning of this paper,the related concepts are discussed,and the research object of this paper is clearly defined,on the basis of studying a large number of relevant literature,this paper discusses the influence of building a socialist country under the rule of law on the ability of the local government of the national autonomous areas.Secondly,it combines the particularity and the actual situation of the national autonomous areas,to understand the current situation and shortcomings of the capacity-building of the national autonomous areas under the rule of law,that is,the construction of autonomous capacity is imperfect and the implementation is not in place;The concept of economic construction transformation and development needs to be improved;Financial capacity is relatively weak;The ability to exercise cultural construction in accordance with the law needs to be strengthened;Social control and maintenance of stability need to be improved.Study and analyze the reasons for its formation,namely:the relevant laws and regulations system is not perfect;The study of the law of regional national autonomy is seriously lagging behind;Autonomy in accordance with the law and autonomy are weak;The government's mode of operation is irrational;Relative lack of resources.Thus we should find out that the structure should be highlighted in accordance with the law autonomy and autonomy,public policy capacity and resource extraction ability,learning and innovation,social control and management skills.only when the above abilities are first constructed and developed can they meet the actual requirements of the autonomous areas,and it can maintain the rapid,balanced and healthy development of economy and society.Finally,the main ways to improve capability construction are put forward,including internal channels:We must consolidate and develop the authoritative construction of the government,human resource construction must be strengthened,we must accelerate the construction of E-government,we must ensure steady growth of fiscal resources and taxes,external approach:strengthen the support and support of local governments,strengthen regional counterpart support,establish and improve the public policy information system,strengthening the creation of drive systems.
