Yunnan Province, Social Intermediary Organizations And Healthy Development Of Countermeasures

With the completion of market economy system, there appears an urgent need of a mature organization for the development of market economy. Meanwhile, an effective organization is required to assume the functions from government, which provides a broad stage for the development of social intermediary organizations. The development of social intermediary organizations is not only an objective requirement of the socialist market economy, but also an international common practice in market economy countries. Social intermediary organizations, which play a role of service, communicator among businesses, government, market and individuals, are irreplaceable in the maintenance of market economic order and the expansion of social employment, and have become the coordinator for the development of market economy. In recent years, social intermediary organizations have initially become the system with types of institutions, organizational forms and means of service, and have fully showed their own particular social function. However, so far there still have been series of issues in the process of its development, such as market regulation, transformation of government functions, self-development and growth and so on. Therefore, it is of great significance to make a deep study on the key factors of the healthy development of social intermediary organizations, establish an index system, and put forward the measures for the development of social intermediary organizations based on the above-mentioned issues.On the basis of domestic and foreign literature, data from Yunnan Statistical Yearbook and City Yearbook, and empirical studies, this paper analyzed the situation of the development of social intermediary organizations in China and foreign countries, also cast an insight into Yunnan Province. Based on the above analysis, some factors on the development of social intermediary organizations were constructed. Firstly, a quantitative analysis was conducted by improved DEMATEL method to identify the degree of the combined effects, degree of being affected, causes and the center of the healthy development of social intermediary organizations. Results showed that policies and regulations, functions transformation, and supervision mechanisms were the key factors. Secondly, an index system of evaluation was established for the development of social intermediary organizations in Yunnan Province according to the key factors. Thirdly, the level of the healthy development of the social intermediary organizations in eight areas in Yunnan Province was evaluated by established index system, which provided basis for the measures in fifth chapter for the healthy development of the social intermediary organizations in Yunnan Province. Finally, with the view of government, social intermediary organizations and the market, the solutions and suggestions, based on the integration of research results and the specific situation in Yunnan Province, were given for the healthy development of social intermediary organizations in Yunnan Province.
