Since1994, china government clearly defines that Intermediary organizations of higher education (IOHE) is necessary, now, it has developed so much, but the research about IOHE may be poor. The researchers usually focus on the concept of IOHE, necessity of IOHE, types of IOHE and give less attention to the developing tactics of IOHE. Just under this background, I choose the research of china Intermediary organizations of higher education's developing tactics as the graduation thesis, in order to make contribution to the education of china.The thesis includes the following six parts:The first part is an introduction. The concept of IOHE, the significance of IOHE's establishment, the research of IOHE and the theory basis of IOHE are discussed.The second part is a history review and functions research. It introduces the history of IOHE and the functions of IOHE. There are advice and service functions, assessment and identification functions, supervision and guidance functions, protection functions. And then, some typical examples of IOHE in china are discussed, such as National center for education development research, Jiangsu educational evaluation, University Grants Committee of Hong Kong, Chinese young teacher association.The third part is an introduction about the problems of IOHE, such as the IOHE's poor independence, poor authority, poor ability of mobilization and unbalance development, and then, analyzes those problems'reasons.The forth part is about the IOHE's principles and trend of development. The principles of IOHE are ruling by law, self-government and taking measures suited to local conditions. Meanwhile, I give some discussions on the developing trend, which contains the diversifying trend, the marketing trend, the self-management trend, the standardize trend and the transparent trend.The fifth part is the developing tactics of IOHE. Due to the problems of IOHE, I give some measures about IOHE's development. First of all, the Government should actively transform government's functions and to locate government's role again; The Government should establish the system of laws and regulations, and formulate the policy to support IOHE's development; The Government also should provide mechanistic protection and strengthen supervision in order to accelerate the development of IOHE. Secondly, IOHE should be accurate locate themselves and build themselves to be Learning Organizations; establish a good mechanism for guaranteeing the financing, communication of information and feedback; strengthen self-discipline Management, and pay attention to the building of ethics and integrity. Finally, colleges and universities should change their concepts, strengthen exchanges and communication, carry out theoretical research actively, direct the development of intermediary organizations of education.The sixth part is a conclusion. Governments, IOHE and universities have to take joint actions, advance the network management, construct the cooperating culture, and then advance the development of IOHE.
