An Analysis Of The Difficulties In The Process Of Introducing Traditional Social Welfare Organizations Into Social Work And Suggestions

As a typical representative of the traditional social welfare institutions, social welfare institutes need to inject new value concept and working methods, due to the deep structural contradictions and institutional constraints, backward traditional welfare services concept and single working methods, staff lack of ability; And because of coming from the west, social work needs a platform to display value and chooses a suitable carrier for their own development, to realize the localization and professionalization and further access to social recognition. So the combination of both is very necessary. However, the traditional social welfare institutions have some difficulties in the process to introduce social work, restricting the social welfare service level of ascension and the function of social work.After the understanding of embeddedness type and level, the author conducts the research relying on the embeddedness theory through the reality and in-depth interviews in the process of internship. This paper introduces internal and external troubles in the process of social work entering traditional social welfare institutions. This analysis conducts in four embedded dimensions which include politics, culture, structure and cognition. Internal difficulties are deep structural contradictions and institutional constraints, single service ideas and work method, to be promoted staff quality. External difficulties are system of excessive government intervention and lack of policy support, social work professional requirements and actual needs, social work ability deficiency. On this basis, the author makes a detailed analysis of the agency staff, the change of social worker is not sufficient, it takes time after social work intervention agencies efficacy. Finally, this study puts forward feasible countermeasures and suggestions from three aspects:macro, meso and micro. Macro level includes the angle of government and social. Mesro level includes the angle of Institution and school. Micro level includes the angle of head in institution, nurse, social worker, service object, intern and volunteer, in order to contribute a little strength for the specialization and professionalization of social work and the transformation of traditional social welfare institutions.
