In the knowledge based economy era, the college status and function are more and more important. The management quality of the college leadership system greatly affects the performance of the college establish and implementation. Therefore to improve the college leadership system is more urgent and important. The evolution and development of the college leadership system, from the director responsibility system by early years of our new country institution to the director responsibility system under the party committee lead has experienced the extremely rough and winding course. Its situation of overall movement is good and stable. The universities have obtained the unprecedented development in the development scale, in the condition of running school, in the teachers troop construction, aspects and so on the discipline construction. Its internationalization level has been enhanced unceasingly. Besides this remarkable achievement, we should note its imperfect areas. For example, the system design imperfect, operation with difficulty, unclear for significant items dividing, as well as the subjective reason raises the solidarity insufficient, the understanding inconsistent and the coordination inconsistent between the party committee and the administration. All above the problems exist in the operation process of the present leadership system of universities.Based on higher education management science, organization behavior knowledge, system theory and correlation theories, this article sets forth the concept of system and leadership system foundation. The evolution of the college leadership system has been analyzed since the nation institution in order to research the development direction of the college leadership system. Through interview, questionnaire, also carrying on the investigation and study, the qualitative and quantitative methods are used to research the present situation of the college leadership system of Shaanxi province. The countermeasure and the future development direction are presented which aim at the Shaanxi province universities.
