Higher education system is much similar to the governmental organization system. The reform of Enlarging Ministry provides much enlightenment for the reform of higher education system. In line with the development characteristics and managerial disciplines in higher education institution, the thesis presents that the internal managerial system in higher education institution is supposed to restructure departments by intimating the way of the reform of Enlarging Ministry and reducing the staff to further reflect the administrative function. In present there are such problems in the government such as the generalization of administrative power, the lack of decision democracy, and the lower efficiency. All these problems are caused by the long-term planned economy system. By analyzing these problems the thesis draws the conclusion that the reform of Enlarging Ministry is an efficient method. The selection and practice of managerial pattern needs the support of education system reform, advanced managerial ideas and excellent staff construction. To avianize the administrative intervention, to enlarge the decision power of higher education institution, and to optimize the power structure is the fundamental way to promote the reform of Enlarging Ministry in higher education institutions.
