The internal administration system of attached schools to military academies (hereafter shortened as attached schools) has been influenced by the long tradition of planned economy and its related centralized power system. For a long time, the relative self-confinement of attached schools contributes to their lagging behind the national trend of educational system reform, and the internal administration system has been exerting a restriction force upon their self-development. To establish the modern school management system and facilitate the development, attached schools ought to intensify the internal administration system and adjust themselves to the socialization process of military schools.This paper attempts to analyze the situation of the attached schools, survey the existed crisis of their internal administration in the perspective of public administration, explore the mature practice of other schools, and render the strategic goal, basic principle and basic strategy conductive to the reform of attached schools, after referring to other schools'successful experience and dissecting the existed problems of their internal administration system. The strategic goal is to activate the initiative of schools and establish an effective management system. The basic principle is to adhere to the union of internal and external reform, stabilization and reform, centralization and contingency, reason and humanity. The basic strategy is to construct the principal responsibility system and reform the personnel and distribution system. This paper adopts the attached school to National University of Defense Technology as the illustration to expatiate on the existed problem and corresponding countermeasure of its internal administration system.
