Education on national defence is an inherent part of consolidation of national security, Where university's defense education plays a needful role in it. With the time vicissitude, education ways and emphasis on National defence changes, and just as that, university's defense education also changes.The university's defense education pays more attention to quality and training of individuals, Which combines naturally with cultivation of sense of responsibility. How to make them tie in place,bring out the best in each other,is an important approach in New National Defense Education of university.First,this article will explore the logical starting point of how to cultivate the Students Sense of Responsibility in National Defense Education. This is a necessity and possibility of interaction analysis and also the argument of this article. The focus shift theory, political dynamics of students'sense of responsibility and behavioral ecology of quality education, through those three points, we known that university's defense education needs a basic form of how to transform, to cultivate the sense of responsibility of students, and to make well ecological environment for the quality education.Secondly,starting from a changing times of historical perspective of university's defense education, I clarify and analysis under the responsibilities of framework for action of the university's defense education.It contains the principal and behaviour. Then, through the sight of comparison, to do a comparative analysis for the university which is a historical comparison of vertical and horizontal analysis of the country, hoping to find some of the search material and experience.Third, analysis the responsibility of training students in the university education in national defense over the plight, hoping to provide a more scientific development road from the perspective of problem analysis.The main difficulties include:System, path dependence resulting administrative inertia(mainly refers to cultivate a sense of responsibility embedded system friction),the main object of the stress disorder of the university's defense education (mainly refers to the old behavior inherent in the framework of thinking),relative lag in responsible way of education means and training dilemma in students responsibility performance appraisal.Finally, the prospects and problems of this part of the solution.In theory building,embedded a sense of responsibility to the college students,national defence education will shift towards a new paradigm.For example,education centralization, educational model and educational concept will change with the times.In the practical level,sense of responsibility-oriented education of national defense will be the such as the development of system construction, reconstruction of the main object relations, education means updates, innovative standard setting and performance appraisal system established.
