The university system of part-time faculty comes of western countries. The part-time faculty had emerged at the beginning of the establishment of the modern university in our country, especially in the1980s, as the rising of a large number of vocational colleges and private colleges, the quantity of part-time faculties also increased significantly than in the past to make up for their own lack of faculties. Since1999s, universities have enrolled more and more college students, and the sharply increase in the number of undergraduates led to the lack of faculty. Therefore, the present faculty cannot meet the needs of popularized higher education, and its quantity is showing a year-on-year growth tendency. The appearance of part-time teachers also relieves the circumstance of deficient university faculties as well as the finance. According to the data of China Statistics Yearbook of Education, as of2004, the total number of faculties are1.24million, part-time faculty have0.27million, it has accounted21.9%of total number and become one important power in the team of higher education institutes faculty. They have made positive contributions to the reform and development of higher education.According to the statistics, research and analysis of the current situation of the part-time faculty of Tianjin University of Technology and Education, some problems of the management of part-time faculty in this university are presented in this paper, and the analysis from policy, economy and part-time faculty its self is also mentioned. At the same time, the analysis of the management of part-time faculty in our country from five aspects of Hiring Process, Teaching Management, Assessment, Incentive System and Protection of Rights and Interests is made here in accordance to the comparisons between China and the United States from some different aspects, such as the Employment of Part-time Faculty, Structure of Teachers, Management of Teaching and Protection of Rights and Interests. Also, some solutions to these issues are mentioned in this thesis.With the development of the constant depth Mass Higher Education of China, the institution of the part-time faculty in our country is becoming a long-term strategic choice. The use of the part-time teachers is the need of the times, as well as the developing need of universities. In the current and future for a long period of time, the issues of part-time faculty should be set store by universities, it also should be regarded as a significant content of College Personnel System Reform. It is our responsibility to establish a sound management system of the part-time teachers based on the successful experiences of other countries, in addition, we could improve this system with standardized and orderly management in our own future practice. We can make full use of the double-edged sword, part-time faculty, to stimulate their potential, guide them to play an active roll and contribute to the development of higher education in China.
