Primary school education is the basic stage of education; physical education in primary school is an important part of school education.The physical and psychological condition of the elementary school students are in the growth and development period. Compared with adults’education, primary school education is confronted with more challenges and tasks. The physical and health education in primary school, which is crucial to pupils’physical and mental development, is an important part of primary school education. However, many factors put a damper on the development of sports work at school, among which sports equipment facility is one factor.This research, by employing the methods of documentary material, questionnaire survey, mathematical statistics and other methods, by surveying the current state of sports equipment facilities and sports sites of15primary schools randomly selected from Guangling District, Hanjiang District, the Development Zone and the New West Zone of Yangzhou, aims at getting a comprehensive understanding of the current state of primary school’s sports equipment facilities in Yangzhou city. This paper, by surveying the type, quantity and specifications of sports equipment facilities schools own and the necessary equipments required by The Catalog of Sports Equipment Facilities in Primary Schools, and by comparing with the quantity demanded by The Equipment Standards of Edicational Technology in Elementary and Seconadry Schools in Jiangsu province (for Trial) issued by Education Department of Jiangsu Province, aims at getting a understanding of the current state and the utilization of primary school’s sports equipment facilities in Yangzhou city, in order to provide scientific basis for the local education authorities concerning improving physical education and equipping necessary sports facilities and then to promote the development of physical education in primary schools. The conclusion of this paper goes as follows:Firstly, the sports equipment facilities in primary schools in Yangzhou meet the national first standard, but53percent do not meet the second standard of necessary equipments. Secondly, the sports equipment facilities in most primary schools in Yangzhou City, except New West Zone, do not meet the standard of The Catalog and The Equipment Standards in quantity, and the facilities they now have are low in quality. Thirdly, primary schools in Yangzhou are all equipped with administrative staff in charge of sports equipment, but staffs in93%of all schools are held by the PE teachers and sports equipment management system also needs further improvement. Fourthly, the usage rate of sports equipment facilities in primary schools in Yangzhou is very low, and the type of usage is limited. Fifthly, most PE teachers in primary schools in Yangzhou lack the awareness of the development and usage of sport resources.To solve the problems found in this research, this paper puts forward the following suggestions: Firstly, The Equipment Standards of Edicational Technology in Elementary and Seconadry Schools in Jiangsu province (for Trial) should be strictly implemented. Secondly, sports investment should be increased; financing funding channels should be broadened; the current state of sports equipment facilities in primary schools in Yangzhou should be improved. Thirdly, sports equipment management system should be established and perfected. Fourthly, through optimized teaching process, sports equipment should be used scientifically with high efficiency. Fifthly, pay attention to the use ratio of sports equipment, and at the same time encourage PE teachers to promote the development of sports equipment, and cultivate PE Teachers’creative ability; increase the variety, quality and quantity of sports facilities; make PE classes with the innovation of sports facilities as its special attraction. Sixthly, school leaders should attach more importance to physical education; make school leaders positively carry out the reformation and perfection of sports facilities.
