China’s higher education structure has changed, Normal education funding also followedchanged. Firstly, comparing the different circumstances of the two levels of TeachersCollege.Then analyzed mainly reasons of the lack of funds to local Normal current. The firstreason, Local government did not invest Adequate funding to normal university. The secondreason, A majority of funds from National central government was put to the universitiesThose entering the key construction projects. The third reason, Teacher Education in Chinafrom a low starting point.The government limits Normal School to charge school tuitions.Thelast reason is the self-financing capacity of Normal School is lower than other universities.Then the paper use case study method of empirical research funding and expenditure of LTeachers College.Then analysis the negative impact due to the lack of funding. Through aquestionnaire survey of student satisfaction in reading a variety of educational facilities forschools, teaching resources, interview survey of teachers teaching facilities, trainingopportunities, satisfaction to got the the conclusion is L Normal’s school situation is notoptimistic now. Collected the financial data of last two years of L Normal University to proveits funds insufficient is a fact.On the basis of L Normal circumstances and situations Liaoning Province, discussed thenational policy on the behavior of multi-channel financing by colleges is stable.Lots of moneycan be invested with social and educational markets. Then take all the main social activitiestogether to created a model that used to improve the ability to raise funds of TeachersColleges. The community and the government and universities have different duties andresponsibilities.Government’s primary responsibility is paying for the big party of highereducation funding, while its role of macro-control. Schools actively find ways to raisefunds.Rely on "normal sex","local" feature to provide paid social services; Community toincrease investment in education, and create a good atmosphere donations to schools. Tryingto enhance the ability to raise school funding for Local Normal Universities from all aspects.
