Minority cultures had the opportunity to have a ultra-range change.But due to the acculturation, the great tradition of culture has entered into the national culture connotation, so the ethnic cultural changes can not get rid of the Confucian civilization restriction.What’s more, along with the decline of the great tradition of Confucian civilization, little tradition lost the blueprint for change, become more serious confusion and panic.In the history view of comprehensive change and seeking the road of national salvation,local education are became an important areas for people to say goodbay to the past. As a response to the modernization wave,education system change is made to cultural innovation under the monopoly of mainstream culture. Early20th century, the entire Chinese nation to rethink the state of education at the same time, in the whole world Islamic Cultural Renaissance flourished, China Hui use self-culture of innovation to adapt to survive environment,to debug the match of the psychological and cultural adaptation, setting off a massive "Muslim New Culture Movement to face the gigandic forces in the Confucian civilization and menacing Western civilization. The Lanzhou Islam Exhortation Institute to Learning is the product of this movement, with implantation process of modern state system establishment and modernization factors generated outside.Though four historical periods of change, the passage described internal and external pressure and historical opportunities of Hui social groups in the Republic of China from educational view; discusses the combination of national culture and civil society organizations construction from view of living patter、the concept of good deeds and the Chinese nation identity. In nearly40years, the institute gradually extended the network to Muslims ghettos in the whole province,play an important role in the aspacts of buildeing modern school, the promotion of modern education, the spread of revolutionary ideas, the united front construction. and had significance in the acception to new knowledge and new ideas of Northwest minority people and adjusting local social ethnic relations.Taday.when the rise of civil society building wave, with a minority culture and education name, a civil society organization apperas in Lanzhou. Comparing with the institute in the Republic,although it experience different historical local in the organization of the network construction, engagement model, financing, etc, Itself reflect the minority non-governmental organizations, especially Hui discussed, in this paper,the civil society organizations with the same strain of national cultural traditions which had the same attributes of national culture,and various aspects of the organization building had all the same specialty with the institete in the Republic.Author compared and discussed the national property of Hui civil society organization reflected in four aspects of name,clients,funding sources, social network.Definit the national non-governmental organizations:with the minority as the main members of, to primarily serve the ethnic minority areas and the masses,the unofficial social groups with distinctive ethnic and cultural symbols. National civil society organizations highlight the minority culture based on the emphasize of non-governmental and public welfare foundation.
