On The Construction Of Public Sports Service Facilities Based On Government, Market And Society

Content:With the increasing development of society and economics in China, there has been a growing awareness for urban and rural residents to participate in physical exercises, and the demand for sport services is more and more urgent, at present, the number of people who often do physical exercise has reached400million, and doing physical exercises has been an essential part of peoples’lives. Improving the pace of constructing public sports service system is significant for the developing and safeguarding of peoples’sports rights and interests of the people, which is also very important for promoting the comprehensive development of people as well as enriching people’s material and cultural life and forming a healthy lifestyle.This paper takes the public sports facilities as the research object, and then analyzes the status of construction and use of the public sports facilities of China. On this base, this paper analyzes the problem that public sports facilities construction and use exist in China from three angles including government, market and society. Methods such as literature analyzing, comparative analysis, data analysis, and case analysis are included in this analysis. And then the paper puts forward reasonable suggestions for the construction of public sports facilities.First, expounding the purpose and significance of constructing the public sports facilities as well as the related concepts. Strengthening the construction of public sports facilities can not only promoting the development of urban planning as well as enhancing the good image of cities, but also promoting a coordinated development of national health plan, and narrowing the contradiction between people and sports facilities supplying and demanding gradually.The second, review of the research, the related research of the construction of sports facilities were classified and analysis in this part, these include related researches of the status of the construction of sports facilities, national policy, government funding and facilities building plan as well as management of operations and markets.Third, analyzing the status of the construction and use of the public sports facilities of China from three angles include government, society and market, the situation of facilities construction, national policy guidance, funding and government planning in recent years are analyzed from government perspective in this paper, then social investment needs of the public sports facilities are also analyzed from society perspective, the market investing and the situation of operational mode are analyzed from market perspective.Fourth, from the three aspects of government, society and the market to find the shortcomings of the constructing and use of the public sports facilities. From the government perspective, the problem is the equalization concept is not introduced to the process of government investment, relevant policies proposed are not specific, some public sports service supplies are lack of legal protection, the construction and numbers of sports facilities are uneven distribution between eastern and western and urban and rural areas, the total amount sports facilities land for community is small and per capita is insufficient, the form of the facilities construction of national fitness is too simple, the needs of user groups is ignored and the comprehensive construction of facilities still do not get the attention of related sector and there is still a lack of assessment and feedback mechanism. From the social perspective, the city sports facilities possess a low degree of openness, it cannot meet the needs of people. From the market perspective, the way of investment and financing is too simple, the process of market supply is too slow and the mode of venues management and operation is single.Fifth, by analyzing the current situation and problems, this paper put forward reasonable proposals for the construction of public sports facilities. Government should establish a sound policy guidance system; The government should also introduce relevant preferential incentives. Small sports facilities and public sports facilities should be built according to the characteristics and development level of different regions to achieve special development of those. The guidance of social facilities construction should be strengthen to absorb the social capital. Making the sports resources public as much as possible to meet the needs of the public. The business scope of public sports facilities should be expanded. Development ideas should also be broaden to achieve diversified business models of the venues.
