Education is the basis of human knowledge to undertake, normal education is the foundation of attention to the development of education in China. Our country has a normal education since ancient times, but normal education truly is the product of modern education. With the development of the new education in the process of modernization, the lack of teachers as the factor hindering modernization development appeared in the eyes of the government and a person with breadth of vision. The teacher education which was trained to be modern educational person was developed in this background. Shaanxi modern secondary normal education was rising in the development of national education of Secondary Normal School of the environment, and gradually developed and improved, some achievements were made in the organization and management system, staff management, student management system, teaching activities.This paper is based on Shaanxi Provincial Archives Holdings and Shaanxi Provincial library collection, and concentrated on the research about the secondary teacher education in the period of Shaanxi national government. This paper is divided into six parts:the first part is the introduction,discusses research status, and research ideas and methods; the second part, the development background and the development of secondary teacher education are discussed; the third part is about research and management mechanism of secondary teacher education in Shaanxi. Through the organization management system, research staff management system and student management system, summed up the law of the development of secondary teacher education in Shaanxi; the fourth part, discusses the teaching activities in Shaanxi normal school, carries on the analysis from the training objectives, curriculum, teaching methods, teaching practice, student discipline in five aspects; the fifth part, discusses the secondary teacher education achievement of Shaanxi and studies the existing problems in the secondary teacher education in Shaanxi. The secondary teacher education in Shaanxi provided personnel support for the development of Shaanxi, is the guarantee of the development of modern Shaanxi. But due to economic conditions and experience, there are still some problems. Through because of these problems, we can not deny its achievements and its role in the development of Shaanxi; the sixth part, based on their own research and thinking and modern education, aiming at the existing problems in the secondary normal school in Shaanxi, and puts forward some suggestions and thinking.Although due to various limitations existed some problems in the process of developing secondary teacher education in Shaanxi, but the role played in Shaanxi in the process of the modernization can not be ignored. Through it’s the study of the secondary teacher education in Shaanxi, I hope to provide reference for the teacher education today.
